Planned night works fore essential sewer maintenance are set to take place in Bowral CBD in February.

CCTV surveys are a vital tool for inspecting and maintaining sewer networks. These surveys involve using high pressure water blasters to clean the sewer main and high-tech cameras mounted on specialised equipment that is inserted into sewer pipes to provide a detailed, real-time visual inspection of the system.

These surveys play a crucial role in maintaining and improving sewer networks by providing accurate, non-invasive, and cost-effective insights into the condition of the system. This ultimately helps prevent costly failures, ensures environmental safety, and supports efficient asset management

Background

Why are these survey works needed?

1. Accurate Condition Assessment

CCTV surveys allow for precise identification of the condition of sewer pipes. The cameras can capture images of cracks, blockages, corrosion, misalignments, root intrusion, or other defects that may not be easily visible otherwise. This level of detail helps assess the overall health of the sewer network.

2. Early Detection of Problems

Regular CCTV inspections can detect potential issues before they escalate into major failures. By identifying problems such as blockages, leaks, or structural issues early on, sewer maintenance teams can take proactive measures, reducing the risk of costly repairs or unexpected service disruptions.

3. Non-Invasive Inspection

One of the biggest advantages of CCTV surveys is that they are non-invasive. Rather than digging up the entire length of a sewer system to inspect it, cameras provide a thorough internal view of the pipes, minimizing disruption to the surrounding area and reducing labour and excavation costs.

4. Improved Maintenance and Repairs

The detailed footage from CCTV surveys helps pinpoint exactly where issues are located, making it easier for Council to plan repairs. This ensures that maintenance is targeted and efficient, avoiding unnecessary work and reducing repair time and costs.

5. Enhanced Record Keeping and Documentation

The video footage and data from CCTV surveys can be stored and reviewed for future reference. This documentation is helpful for tracking the condition of the sewer network over time, planning long-term maintenance schedules, and ensuring compliance with regulatory requirements

6. Preventative Measures and Risk Management

By providing a clear understanding of the sewer network’s condition, CCTV surveys assist in identifying weak points that may be vulnerable to failure, allowing operators to implement preventative measures. This can help mitigate risks like flooding, sewage overflows, and environmental contamination.

7. Cost-Effective

CCTV surveys can be more cost-effective than traditional methods, such as digging up and inspecting pipes manually. The ability to quickly identify and address problems reduces the need for expensive, large-scale repairs and can extend the lifespan of sewer infrastructure.

8. Regulatory Compliance

In many areas, local authorities require regular inspections of sewer systems to comply with environmental and health regulations. CCTV surveys ensure that sewer systems meet these standards, helping municipalities avoid fines and maintain safe, functional sewer networks.

9. Asset Management and Planning

CCTV surveys provide valuable data for asset management, helping utility operators track the aging and deterioration of sewer pipes. This data can inform decisions on when to rehabilitate, replace, or upgrade sections of the network to ensure long-term functionality.

Date of works: From Sunday 16 February to Thursday 27 March 2025, weather permitting.

Location: Bowral’s Central Business District (CBD)

Time of works: To minimise the disruption to residents and business these works will be carried overnight between the hours of 5.30 pm and 2.30 am. (Sunday - Thursday)

A Map of the impacted area is shown highlighted below

Description of works

The inspection of sewer mains involves a two-part process carried out by separate teams:

  1. The sewer main is thoroughly cleaned with high-pressure water. This ensures the smooth passage of the CCTV camera during the inspection.

  2. A specialised CCTV camera is then inserted into the main. This camera provides detailed images of the pipe's interior, allowing for an accurate assessment of its condition. The information gathered helps Council determine the necessary maintenance or repairs

Council may need access to some private properties during these works. Affected residents will receive a notification in advance.

Potential impacts on customers

While every effort will be made to reduce impacts to residents and businesses, the plant item used for cleaning the sewer main may generate some noise. Council will work to minimise noise where possible. If the noise is unreasonably impacting your property, please contact us 24/7 on (02) 4868 0888 to let us know. This information will be passed onto the team in the field who will work to minimise the noise or reschedule works.

We recommend keeping toilet lids closed overnight while these works take place.

Property owners who have sewage access chambers (manholes) within their yards are asked to leave clear access to the chamber so Council staff can carry out these works as quickly and efficiently as possible.

Entry is permitted under the Local Government Act 1993 Section 199 – Authority to Enter Premises.
