Water and Sewer Access Charges 2023 - 2024(PDF, 4MB)

Residential Water & Sewer Account

Depending on the services  that are available to the property and what it is used for, there are established pricing areas for residential properties:

  • Water Access Charges apply to properties (including vacant land) located within 225 metres of a Council water main.
  • Water Usage Charges are calculated from all the water you consume based on the number of days in a reading period.
  • Sewerage Access Charges apply to properties (including vacant land) located within 75 metres of a Council sewer main, or when sewerage can be discharged into Council’s sewer main via a private pumping system.

Non-Residential Water and Sewerage Accounts

Depending on the services that are available to the property and what it is used for, there are established pricing areas for non-residential properties. Non-Residential water and sewer charges apply to business, farmland and mining properties (including non-rateable properties):

Water Supply Charges:
  • Non-Residential Water Access Charges apply to the abovementioned properties located within 225 metres of a Council water main. Charges vary depending on the size of the water meter. Vacant Business, Farmland and Mining properties which are not metered are subject to the minimum Residential Water Access Charge.
  • Non-Residential Water Usage Charges are calculated on all the water you consume per kilolitre.

Sewer Charges:
  • Non-Residential Sewer Access Charges apply to the abovementioned properties located within 75 metres of a Council sewer main or when sewerage can be discharged into Council’s sewer main via a private pumping system. Charges vary depending on the size of the water meter. Vacant Business, Farmland and Mining properties which are not metered are subject to the minimum Residential Sewer Access Charge.
  • Non-Residential Sewer Usage Charges are based on all water consumed per kilolitre.
  • Liquid Trade Waste (LTW) Charges apply to premises where liquid trade waste is discharged into Council’s sewer system. Liquid Trade Waste means all liquid waste other than sewerage of a domestic nature. For more information, refer to Liquid Trade Waste page.

How we assess your water usage

Council has a schedule to read your water meter three times in a year in April, August and December. Your water meter records the amount of water your household consumes, and this is used to calculate your bill. There are several styles of water meters installed throughout the Wingecarribee Shire, however they basically operate in the same way. Council reads the black numbers only and charge per kilolitre (1 kilolitre = 1000 litres).

Reading Your Water Meter

Think you might have a leak? Reading the meter regularly can identify any sudden change in water use. Identifying the problem early can reduce the impact on the water use component of your account. Refer to our Manage Your Water & Sewer Service page for troubleshooting tips to check for water leaks.

Selling your Property

A Rates Certificate is commonly needed when you are selling a property. It advises the amount (if any) due or payable to Council by way of rates, charges or otherwise on a parcel of land. This ensures there are no outstanding rates, charges or other debts when the property is sold. Water consumption charges can also be shown on a Rates Certificate to determine what the owner has used since their previous reading.

You can apply to Council to arrange a special water meter reading at the same time as a Section 603 Certificate by completing the Rates Certificate Application form and paying the relevant fee.

Water Determinations

Council understands that excess water consumption can result from undetected private leaks and may be due to circumstances beyond a property owners' immediate control. If this occurs, owners can contact Council for available support options.

Council has adopted a Water Determination Policy that is not intended to provide full compensation to customers for water leaks but is a means of good public relations and providing some assistance where high usage accounts have been incurred through being unaware of private leaks.

Refer to Council’s Policies page for more information about our Water Determination Policy.
