To complete this form, you will need to provide details about the activities and services provided on the property. There may be requirements for attachments relating site layout, machinery / equipment and pre-treatment equipment specifications.
The appropriate charging category is determined by the liquid trade waste generating activities and the level of risk it poses on the sewerage system. This charging category will be confirmed after submission of this application.
Once submitted, a member of our Trade Waste Team will contact the applicant to confirm the next steps, including scheduling a site inspection, if required.

What do we consider a “High Risk Business”?
High Risk Businesses are liquid trade waste dischargers that conduct an activity which is of an industrial nature and/or results in the discharge of large volumes of liquid trade waste into the sewerage system.

Septic Waste & Portable Toilet Waste Transportation & Disposal
Septic Waste & Portable Toilet Waste Transportation & Disposal activities include transporting and/or discharging septic tank or pan content waste to the sewerage system. These activities do not include Bus / Rail Coaches decanting and/or Dump Points for caravan parks, caravan/motor homes. For these activities, please complete the standard Trade Waste Application.

Submission Requirements & Conditions
Septic Waste & Portable Toilet Waste Transportation & Disposal:
- Septic tank and portable toilet waste must not be mixed with grease trap waste prior to discharge at the designated location or facility.
- A dedicated tanker must be used for each type of waste. Where this is not achievable, a road tanker must be washed after pumping out and disposing each type of waste (e.g. grease arrestor waste).
All Trade Waste Dischargers:
- In accordance with Council’s Liquid Trade Waste Policy & Guidelines, activities that generate liquid trade waste are required to obtain an approval with Council as a trade waste discharger and must meet the standard requirements specified in their conditions of approval and Council’s Liquid Trade Waste Policy & Guidelines.
- Approval of this application does not constitute a guarantee of any future approval of a variation to the approval. This will be dependent on the available capacity of the sewer system at the time and any future approval must not be assumed.
- All relevant sections of the application form must be complete, including legal description of land and consent from all registered owners.
- All relevant supporting documentation must be included for the application to be considered; including internal drainage diagrams, safety data sheets (SDS) and any additional supporting information (if required).
- All applicable fees and charges associated with the lodgement and assessment of this application must be paid by contacting Customer Service on 02 4868 0888 or by visiting Civic Centre, 68 Elizabeth Street Moss Vale NSW 2577.
- Annual trade waste fees and usage charges apply for each discharger and will be applied on the property owner/s Water Account.
- Inspections will be required by Council’s Trade Waste Officers as part of the assessment and ongoing compliance management of this application. Consultation will occur with the Applicant on any inspections required.
- Where non-compliance with the conditions of an approval has been detected and the discharger is required to address these issues, Council will undertake re-inspections to confirm that remedial action has been satisfactorily implemented. Council will impose a fee for each re-inspection. The re-inspection fee will be set annually by Council on the basis of full cost recovery. A re-inspection may include the monitoring of liquid trade waste discharges, the cost of which may be recovered from the discharger.
- Failure to install or maintain appropriate pre-treatment equipment will result in non-compliance trade waste charges being applied to the property owner/s Water Account.
- Any changes to the business activities and/or information supplied in this declaration must be provide to Council’s Trade Waste Officer in writing.
- All dischargers of liquid trade waste to Council’s sewer system should be aware that they are subject to prosecution and imposition of fines under the Local Government Act 1993 and the Protection of the Environment (Operations) Act 1997 and Regulations. In addition to fines, Council may recover costs of damages and fines incurred by Council as a result of an illegal liquid trade waste discharge.
